Why banning only nicknames and no IP adress?

Random I dont understand why you ban only account but not IP? What point of ban if maphackers/teamkillers.... just create other account in 2 seconds and playing again?

For example there: http://random360.tk/game/47832/

Attackers and MvTvD0rPr015 are both banned but they still playing

I know if you will ban IP they still can use proxy server but change IP is not so easy like change just nickname + with IP ban and using proxy they have higher ping, more lags etc.
